## Geography and administrative hierarchy

- Official Government of India Local Government Directory catalogue: https://data.gov.in/catalog/local-government-directory-lgd (district, sub-district, village and local-body records; monthly updates are described by OGD).
- Runtime district-list fallback provider: https://github.com/CodingMation/indian-states-districts (community-maintained, not an official government dataset). The dashboard includes a bundled 36-State/UT and 779-district snapshot from this community dataset as a fallback and also attempts to refresh it from the same source at runtime. Cross-check all district names and changes against LGD.

## Important source limitations

- The KCC concessional-interest ceiling changed in the 2025-26 Budget announcement. The dashboard deliberately instructs users to confirm the operative circular and bank sanction terms rather than assuming that the higher ceiling is already available in every branch.
- The PMFBY scheme is notification driven. National scheme eligibility does not prove that a selected crop is insured in a selected district and season.
- West Bengal public scheme summaries do not publish a fixed FSSM subsidy amount or a universal amount for the diversified cropping programme. Those are shown as “amount not published”.
- District-level PACS names, specific bank branches, current block-level beneficiary slots, and informal lender licensing are not comprehensively inventoried in this starter release. The Panchayat entry is a contact/facilitation route only, not a standard funding entitlement.

## State and district portal directory

| Scope | Source | What it supports |
|---|---|---|
| State/UT Agriculture Departments | https://farmerconnect.apeda.gov.in/Home/UsefulLinks | APEDA FarmerConnect official Useful Links listing State/UT Agriculture Departments and some horticulture/marketing departments. State entries in `portals.json` are based on this directory. |
| Official State/UT agriculture department index | https://www.india.gov.in/category/agriculture-rural-environment/subcategory/research-marketing/details/departments-of-agriculture-of-states-and-union-territories | Use where a direct State/UT application portal is not independently identified. |
| District websites | https://www.india.gov.in/directory/web-directory/districts | Government of India Web Directory for district websites. The dashboard uses this when a direct selected-district host has not been separately checked; it does not invent district domains. |
| West Bengal district/local-government directory | https://wb.gov.in/government-district-and-localgovt.aspx | Government of West Bengal district/local-government directory. Direct district links in `portals.json` are based on its published district-site links. Kolkata falls back to the official India.gov district directory in this build. |
| West Bengal Panchayat & Rural Development | https://prd.wb.gov.in/ | State Panchayat department/local-governance information; not a universal farmer loan. |
| West Bengal cooperative credit structure | https://cooperation.wb.gov.in/Short-Term-Cooperative-Credit-Structure | Three-tier short-term cooperative credit structure; village PACS and actual availability must be confirmed locally. |
| Maharashtra MahaDBT Farmer | https://mahadbt.maharashtra.gov.in/Farmer/RegistrationLogin/RegistrationLogin | Farmer scheme registration and applications; active windows and scheme-specific conditions apply. |

## Regulatory and borrowing-safety checks

- RBI NBFC list: https://www.rbi.org.in/Scripts/BS_NBFCList.aspx — verify the named NBFC legal entity and current registration before applying.
- RBI digital lending safety: https://www.rbi.org.in/commonman/images/FAME202426022024.pdf — verify a digital loan app against the bank/NBFC's own website; compare APR and read the Key Fact Statement; avoid unsolicited links.
- Kisan Rin Portal: https://fasalrin.gov.in/ — national KCC information and institutional delivery-channel discovery.
- eGramSwaraj: https://egramswaraj.gov.in/ — Panchayat governance/finance information; not a farmer loan scheme.

## Regional Rural Banks (RRBs) — official Government list

The Department of Financial Services, Ministry of Finance, publishes the current list of 28 functioning RRBs with State/UT, sponsor bank and official website:
https://financialservices.gov.in/list-rrbs-functioning-country

The official table is the source for all 28 RRB names and website URLs stored in `portals.json` and `lenders.json`. The Government states that 28 RRBs operate across 28 States/UTs, with more than 22,000 branches in over 700 districts. This is a state-level directory; the existence of an RRB in a State does not guarantee a branch in every selected district.

For KCC terms and eligibility, use:
- DFS Agriculture Credit: https://financialservices.gov.in/agriculture-credit
- Kisan Rin Portal: https://fasalrin.gov.in/
- KCC scheme page: https://www.myscheme.gov.in/schemes/kcc

**West Bengal Gramin Bank — Bangiya Kisan Credit Card:** https://www.wbgb.bank.in/Bangiya-Kishan-Credit-Card.aspx. Its official product page states the purpose, area of operation through rural/semi-urban branches and eligible owner cultivator/sharecropper/bargadar and allied activity borrower categories.

## Cooperative credit structure

The DFS Agriculture Credit FAQ describes the Short-Term Cooperative Credit Structure as State Cooperative Banks (StCBs) at State level, District Central Cooperative Banks (DCCBs) at district level and PACS at village level. It also explains that PACS are not automatically banks under the Banking Regulation Act:
https://financialservices.gov.in/agriculture-credit

Kisan Rin Portal lists commercial, rural and cooperative bank delivery channels and KCC information:
https://fasalrin.gov.in/

West Bengal Cooperative Credit Structure:
https://cooperation.wb.gov.in/Short-Term-Cooperative-Credit-Structure

## NBFC-MFI product — Satin Creditcare

Satin Creditcare's official product portfolio includes its Income Generation Loan for activities including Agriculture, with a published loan size ₹20,000–₹1,25,000 and 12–48 month tenure. The same page publishes month-specific interest rates and processing fee ranges; the lender catalogue captures the latest displayed month and instructs users to obtain the borrower-level KFS:
https://satincreditcare.com/product-portfolio/

RBI NBFC register for legal-entity verification:
https://www.rbi.org.in/Scripts/BS_NBFCList.aspx

Microfinance pricing can be materially higher than KCC. The product is therefore labelled JLG microcredit, not a subsidised crop loan, and its targeted borrower group and affordability caveats are shown.
